When should i apply to regionals?

22 years old, birthday in october, i have my “Letter of Aeronautical Competency” aka print my dispatch certificate when I’m 23. Currently working operations at a major airline, was told they weren’t hiring for at least a year due to new flight software. When should I start applying to regional?
